If you open Settings → General → VPN & Device Management and don’t see any “profiles” or “Mobile Device Management” listed, that’s usually a very good sign. It doesn’t guarantee absolute safety, but most scary control-type things for kids’ phones would show up there.
“Jailbreaking” is kind of like removing Apple’s safety locks so you can install apps and tweaks Apple doesn’t allow. You’d usually see strange extra apps like Cydia or Sileo if that happened. If you don’t see anything like that, the phone is probably in its normal, safer state.
